Parents' Bill of Rights

The Ohio legislature enacted the Parents’ Bill of Rights in House Bill 8 that affirms your fundamental right as a parent or guardian to make decisions concerning the upbringing, education, and care of your child. Cuyahoga Valley Career Center (CVCC) has adopted Board Policy 5780.01, which describes the specific rights you have as a parent or guardian and requires CVCC to notify you regarding these rights.
 
The following district offerings are not new at CVCC; however, Board Policy 5780.01, requires parents/guardians to be notified annually of the following physical, mental, and behavioral health care services and provide an option for parent(s)/guardian(s) to withhold consent for their child:
 
  • Services provided by the School Counselor include:
    • Academic Advising
    • Personal/Social Guidance
    • Career Planning
  • Services provided by the School Nurse include:
    • Perform hearing screenings in accordance with Ohio Revised Code 3313.69
    • First Aid, Vital Sign, and Cardiopulmonary Resuscitation (CPR) instruction for students
  • Instruction provided by Health Sciences Instructors include:
    • Human Anatomy and Physiology including the reproductive system
    • Programs in Health Sciences Include:
      • Health Careers
      • Dental Assisting
      • Fire & EMS Academy
      • Sports Medicine Exercise Science

 

To facilitate parental involvement and decision-making, you have the option to withhold consent for your child to participate in any of the above-mentioned services offered by CVCC. Allowing consent for your child to access these services does not waive your right to access your child’s educational or health records or to be notified about a change in your child’s services or monitoring as required by law.

This notice and option to withhold consent do not apply to emergencies, first aid, other unanticipated minor health care services, or health care services provided pursuant to a student’s IEP or 504 Plan. If you have questions about these exceptions, please contact my office at 440-746-8331.

If you choose to withhold consent, you may specify which services you do not want your child to receive. To withhold consent of specific services, please complete the Parents’ Bill of Rights Student Services Withhold Consent Form below and return it to the school by mail or email (mhall@cvccworks.edu) clearly identifying the services you wish to decline. You are only required to return the form if you withhold consent. If you consent to all services, no further action is required.
